Witch Games?

With my recent sort of obsession with Umineko, It occurred to me that it could make an interesting game concept! No, it wouldn't be exactly the same, but it would take some elements from the series, and perhaps others. At the moment, it's likely only to be a private/invite only thing with friends of friends being allowed, but if it gets enough interest and I have a willing helper or two, I would be totally cool with fleshing it out into a full game.
For now, I'll just jot down the notes I have, which I will expand upon as I get to it.
Basic Game Stuff
-Small-ish game. Thinking 30-50 character limit to start, with a limit of 2 characters per player.
-'Apps' will be short and sweet, just something to show you have a grasp of your character. A wiki link, a self-written blurb about the character, and a sample will likely be sufficient. Canon charas, OCs, and AUs will all be allowed.
-While I don't want to have to force an AC on people, we'll see how it goes. Less active players' characters will likely end up being the first victims.
-Each 'game' will probably last 3-4 months. Considering having a month of downtime for general CR and whatnot between games.
-Characters (except for the masterminds) will arrive powerless. However, they will have chances to regain them, either by pleasing their sponsoring mastermind, surviving through the game, or through other means.
-Dead characters will be revived at the end of each game, and they will be able to interact with eachother in the 'waiting room'. From there, they can watch over the events of the game, and potentially speak with the masterminds. There will be no penalty for dying.
Plot-ish Stuff
-Plot would be similar. Two gamemasters will oversee the 'game' and play against eachother, utilizing the characters they've chosen as pawns to win against the other. There will always be one NPC gamemaster (played by myself, or a helper), but the other will be chosen at random from the playerbase.
-Gamemasters will not be allowed to tell players about the game in full. However, they can provide cryptic hints or clues to aid their pawns. There will be a limit to how often they can do this.
-Each week, there will be one of the 'twilights', however the way people are killed is not really limited at all. However, killing more than the allotted amount per week will have repercussions.
-The masterminds themselves will take part in the physical game itself with their own limitations, however, it's really only a physical representation of themselves. If they die, they are still able to watch over the game from 'the chessboard'.
Setting Stuff
-An as of yet unnamed island
-Small resort town (grocery store, bar, cafe, small businesses)
-Beaches
-Mountain
-Shrine
-Mansion (where characters will be staying)
-River & Lake
-Swamp
-Forests (Most of the island seems to be tropical, but there's a large bamboo forest as well.)
-Old mansion (Japanese style, seems to be abandoned, but...well kept. Includes a bonsai garden and koi pond.)
-There will be various NPCs (townspeople, maids/butlers, etc)
